COMMITTEE DESCRIPTIONS

PHBC Committee Descriptions

Below is a listing of the 2016 PHBC committees. Click here for a description of the committee responsibilities.

General

The standing committees shall be: Nominating, Stewardship, Property maintenance, Personnel, Benevolence, Baptismal, Lord’s Supper, Music, Fellowship, Flower, Nursery, Transportation, and Ushers. Other standing or special committees or councils may be created as necessary.

All committee members shall be members of this church, and shall be nominated by the Nominating Committee and elected annually, except as otherwise directed herein. No person shall be allowed to serve concurrently on more than three standing committees (special committees being excluded from this limitation) and no person shall serve more than three consecutive years on the same committee unless specifically authorized by the church. The pastor shall be a non-voting ex-officio member of all committees.

Each committee shall elect its own chairman as soon as possible after the beginning of the church year. The person listed first on the Nominating Committee’s report shall serve as temporary chairman and shall be responsible for calling the committee together to elect a permanent chairman.
 

Nominating Committee

This committee shall consist of five members and shall include the Sunday School Director and the Discipleship Training Director, as directed in Article II, Section 10, A and B. This committee shall be responsible for nominating all officers and teachers and committee or council members, except as otherwise directed herein, or when some alternate procedure is authorized by the church. This committee’s report shall not preclude other nominations being offered from the floor in the business session. This committee shall make its full report no later than the business session just prior to the beginning of the church year. When vacancies occur during the year, they shall be handled by this committee as expeditiously as possible.

Stewardship Committee

This committee shall consist of five members and shall include the church treasurer. The committee shall be responsible for supervising the financial policies of the church as outlined in Article III herein, and including any other financial guidelines adopted by the church. Toward the end of each fiscal year, the committee shall submit to the church for approval and adoption an annual church budget. The committee shall be responsible for supervision of the budget to make sure all expenditures are kept under control and within the approved budget guidelines. The committee shall also work closely with the pastor in planning and implementing any special stewardship emphasis and in the general promotion of Biblical stewardship.

Property Maintenance Committee

(Buildings and Grounds)
This committee shall consist of five members. The committee shall be responsible for maintaining in good condition all church building and real and personal property and parsonage, and for keeping the church grounds in attractive condition. The committee is authorized to enlist other volunteer help as needed.

Personnel Committee

This committee shall consist of five members. The committee shall be responsible for recommending to the church all employed personnel, other than the pastor, and shall supervise all employees who are not specifically assigned to another person or committee for supervision. The committee shall, at least annually, evaluate the job performance of each employee or see that such evaluation is done by the employee’s supervisor, and the results of the evaluation shall be communicated to the employee in an appropriate manner. The committee shall be responsible for recommending to the church any proposed salary increases or shall be consulted by any other person or committee initiating such an increase.

Benevolence Committee

This committee shall consist of five members including at least one man. The committee shall be responsible for coordinating any assistance given to a family who has suffered a loss by death, fire, etc. The committee shall be responsible for the use and disbursement of any funds budgeted for benevolence or, if no budgeted fund are available and the need is urgent, the committee may request a love offering by the church or the collection of other material resources, such as food and clothing.

Baptismal Committee

This committee shall consist of four members, including two men and two ladies. The committee shall be responsible for filling, emptying, and cleaning the baptistery as needed and shall assist the pastor and candidates during the baptismal service.

Lord’s Supper Committee

This committee shall consist of three members. The committee shall be responsible for securing and preparing the elements of the Lord’s Supper when scheduled by the pastor and deacons. The committee shall be re responsible for cleaning and storing the equipment used during the ordinance.

Music Committee

This committee shall consist of the music director, pianist, organists, their assistants, and any other person directing an organized choir or musical group. The committee shall assist the pastor and music director as needed or requested in the music program of the church, and in the organization and maintenance of all choirs. The committee shall be responsible for recommending to the church the purchase of any needed music supplies or equipment not already budgeted.

Fellowship Committee

This committee shall consist of five members. The committee shall be responsible for the preparation and clean-up of all church-wide dinners, parties, fellowships, and other special occasions, and when other groups are sponsoring such events, the committee shall be responsible for seeing that the sponsoring group completes the necessary clean-up. The committee shall be responsible for the general maintenance of the kitchen equipment and shall see that such equipment is used only for church functions. The committee shall also be responsible for purchasing kitchen supplies as needed. The committee shall keep the keys to the kitchen and make them available to others as necessary.

Flower Committee

This committee shall consist of three members. The committee shall be responsible for having appropriate floral arrangements, either live or artificial, on the altar table at all worship services. The committee shall also be responsible for decorations at special occasions or during special seasons, such as Thanksgiving decorations, Christmas wreaths and poinsettias, etc. Anyone desiring to provide floral arrangements for the altar or other places in the church shall first consult this committee and secure its approval. The committee shall also be responsible for ordering flowers or plants for funerals, in accordance with church custom or policy.

Nursery Committee

This committee shall consist of five members, and the chairman shall function as the nursery coordinator for the church. The committee shall be responsible for staffing the nursery with the necessary volunteer workers and for recommending to the personnel committee the employment of paid workers by the church. The committee shall be responsible for implementing and maintaining proper safety and sanitation procedures in the nursery.
This committee shall be responsible for the purchase of nursery supplies and for recommending to the church the purchase of any needed nursery equipment not already budgeted and shall have the authority to accept or reject any donated items. This committee shall be responsible for the proper training of all nursery workers, which shall be required of paid workers and strongly encouraged for volunteer workers.

Transportation Committee

This committee shall consist of five members, which shall include at least three persons who are knowledgeable in mechanics and at least two persons who are knowledgeable in church ministries. The committee shall be responsible for maintaining in good working condition and for the cleaning of all church-owned vehicles. The committee shall maintain a list of approved drives, which shall include no one under the age of 21, and shall see that only such approved drivers operate the vehicles. The committee shall also maintain a scheduling calendar for the use of the vehicles, and shall have authority to determine when any proposed use is appropriate or not. The committee shall decide where vehicles are stored or parked when not in use.

Ushers

The committee shall consist of five men. The users shall be responsible for receiving the offering at all worship services and at any other special occasion or service when an offering is called for. They shall be responsible for setting the thermostats in the sanctuary at an appropriate setting prior to all services and for making any necessary adjustments during the services and for securing and arranging additional seats at times of peak attendance. They shall respond quickly and discreetly to any disturbance or emergency during worship services, and for any other assistance required by the pastor or worship leader.

Church Council

This council shall consist of the Sunday School Director, the Discipleship Training Director, The Women’s Ministry Director, the Men’s Ministry Director, the Church Treasurer, the Chairman of the Deacons, the Youth Director, the Senior Adult Director, and the Music Director The Pastor shall serve as chairman of the council and may appoint other church officers to the council at his discretion. All church committee chairmen shall be ex-officio members of the council and shall be expected to attend meetings only when matters pertaining to their committee responsibilities are to be considered. The council shall not be a policy-making body, but shall be responsible for planning, coordinating, and evaluating church programs and ministries and activities.

Senior Adult Council

The council shall consist of five members, including the director of senior adults who shall serve as chairman. At least a majority of the members shall be from the senior adult age group. The council shall assist the senior adult Director and the pastor as needed or requested in ministries and activities for senior adults.

The Welcoming Committee shall consist of at least 7 members and will serve to evaluate the needs of the church campus including but not limited to:

  1. The ministry of greeting guests and members at entrances before services.

  2. Initial and ongoing training of greeters and church members as needed.

  3. Assessing the church campus needs to ensure buildings and entrances are guest friendly, including location and directional signage inside and outside the building. 

Youth Council

This council shall consist of at least seven members, including the youth minister, the youth Sunday School teacher, two youth parts and two active youth. The youth members will be nominated by the youth. The youth parents will be parents of active youth and will be nominated by the nominating committee. All of the positions must be approved by the church. The committee shall be responsible for approving and planning all youth activities in cooperation with the youth minister.

IT (Information Technology) Committee

This committee shall consist of at least two members who shall be responsible for the operation, supervision, purchase or lease, and maintenance of the information technology equipment of the church, including audio, video, computers, internet, networking, telephones, printers, copiers, fax machines, and security systems (if any).
